Keith Perry, Georgia’s chief development and cloud officer, has received the 2025 State Technology Innovator Award from the National Association of State CIOs (NASCIO). The award was presented during NASCIO’s annual conference in Denver.
According to NASCIO, this recognition is given for “outstanding individual contributions that advance state technology through the promotion of best practices, new technologies, and advancements in service delivery.”
Perry has led significant changes at the Georgia Technology Authority’s Office of Application Development. He introduced a collaborative approach focused on security by design. Under his leadership, the office became known for its citizen-focused digital services. Perry formed a team to quickly deliver scalable solutions using cloud technology. These efforts supported state priorities such as updating older systems, expanding digital services, and improving cybersecurity.
The authority migrated key systems to realize cost savings and built secure platforms for data exchange. It also modernized applications to improve access and efficiency for citizens. As a result of these initiatives, processing times have been reduced and more underserved populations can access state services.
Perry also supported workforce development with a cloud academy program. He strengthened cybersecurity compliance across GTA operations and played a leading role in establishing Georgia’s AI innovation lab.
“His collaborative, secure-by-design approach has positioned Georgia as a national leader in responsive, sustainable, and citizen-centric government IT,” according to the announcement.
