Georgia Department of Community Affairs to end emergency housing voucher program in June 2026

The Georgia Department of Community Affairs (DCA) has announced that its Emergency Housing Voucher (EHV) program will end on June 30, 2026. The EHV program was created under the American Rescue Plan Act of 2021 and is funded by the U.S. Department of Housing and Urban Development (HUD). DCA is among more than 600 Public Housing Authorities nationwide administering this program.

In March 2025, HUD communicated the final funding allocation for the EHV program. According to DCA, this funding will cover Housing Assistance Payments (HAPs) through June 30, 2026. After this date, HAPs will cease and contracts between landlords and DCA related to EHVs will terminate. Any ongoing lease or tenancy agreements between landlords and tenants after that point will not involve DCA.

The announcement specifies that only the Emergency Housing Voucher program is affected by these changes. Other programs managed by DCA, such as the regular Housing Choice Voucher program and other special voucher initiatives, remain unchanged.

Residents using an Emergency Housing Voucher or property owners renting to EHV participants are encouraged to contact DCA with questions at 470-802-4707 or via email at [email protected]. Additional information and a list of Frequently Asked Questions can be found on the DCA website.

“DCA’s allocation funds Housing Assistance Payments (HAPs) for EHV though June 30, 2026. However, effective July 1, 2026, HAPs will stop, and the HAP contract between the landlord and DCA will terminate. Any ongoing relationship between the landlord and tenant (i.e. lease or tenancy agreement) will not involve DCA,” according to the agency’s statement.

“The Emergency Housing Voucher program is the only program impacted. DCA’s regular Housing Choice Voucher program and other special voucher programs are not affected by these changes,” said a spokesperson from DCA.
