Georgia DCA allocates $6 million for tornado recovery homeowner assistance

The Georgia Department of Community Affairs (DCA) has allocated over $6 million to the Homeowner Rehabilitation and Reconstruction Program (HRRP) to assist homeowners affected by tornadoes in January 2023. The program, which began in May 2025, is intended to help eligible residents repair or rebuild their homes that were damaged during the storms.

Funding for the HRRP comes from the U.S. Department of Housing and Urban Development through Community Development Block Grant–Disaster Recovery funds. The assistance can be used for rehabilitation, reconstruction, replacement, and elevation of both traditional and manufactured homes.

Since its launch, more than 300 surveys have been completed and over 200 full applications have been submitted. Homeowners in the impacted counties are encouraged to apply for assistance.

To start the process, homeowners must complete a pre-application survey available online at georgiahrrp.com or by phone at 678-233-2590 during business hours. “All impacted homeowners are encouraged to complete the survey, even if repairs are already completed or they are unsure of eligibility. Homeowners who previously completed a HRRP survey do not need to submit another one. Once applicants have completed the review process, DCA will determine the award amount for the homeowner,” according to DCA.

Eligibility requirements include owning and occupying the damaged home at the time of disaster and maintaining ownership through final inspection, using it as a primary residence during the disaster period, residing in one of seven HUD-recognized disaster-declared counties (Butts, Henry, Jasper, Meriwether, Newton, Spalding, Troup), and having an eligible home type such as single-family homes, owner-occupied duplexes, mobile homes, or condominiums.
